Benchmarking FEMA P-58 repair costs and unsafe placards for the Northridge Earthquake: Implications for performance-based earthquake engineering

Performance-based earthquake engineering organizes the explicit quantification of building seismic performance and risk, facilitating risk-informed design mitigation decisions. However, little work has been done to benchmark outcomes from these procedures with available empirical evidence past earthquakes. In this study, we end-to-end FEMA P-58 performance-based methodology against data California's 1994 Northridge Earthquake. Specifically, perform a regional scenario assessment for around 2.6 million buildings in Los Angeles area at time hindcast repair costs numbers unsafe placards earthquake. Based on initial comparison losses earthquake, find expected values our overpredict placards, especially wood frame low-to-moderate levels shaking.
